Pre- heat oven to 350 F.
Add milk and lemon juice to a bowl and set aside.
In a Microwave safe bowl, add butter and cook for 1 minute or until the butter is melted and hot.
pour 2 cups of chocolate chips into the butter.
Stir and let sit for 1 minute.
Chocolate chips should start to melt.
Microwave the butter and chocolate for 30 second intervals until the chocolate is melted.
Add brown sugar and white sugar to melted chocolate and butter mixture.
Add eggs, egg yolks and vanilla and blend until smooth.
In another bowl, combine flour baking soda, baking powder, and salt.
Stir well.
Add the flour mixture to the butter and chocolate mixture, along with the milk and lemon juice mixture and stir together.
Pour batter into greased cake pans.
Sprinkle the remaining 1/2 cup chocolate chip on top of cake batter.
Bake for 40-43 minutes or until a toothpick comes out clean.
For 2 - 9 inch round cakes bake for 25 - 28 minutes or until a toothpick comes out clean.
For the chocolate frosting:
Add softened butter, powdered sugar, salt, cocoa powder, vanilla and milk and whisk until smooth.
Frost cake when it's cooled.
