Combine cake mix, vegetable oil, 3 eggs and milk and stir until a smooth batter forms.
Spoon about 1 tablespoon of batter onto a greased or parchment paper lined cookie sheet. Allow room for the cookies to spread slightly.
Bake for 9-10 minutes.
If cutting the cookies into shapes, once the cookies have been removed from the oven, use a cookie cutter to cut out desired shape then move to a cooling rack.
To make the frosting, add cream cheese, milk, vanilla, salt and powdered sugar and blend until smooth.
Gently fold in the marshmallow creme until all is incorporated and frosting is smooth.
