Instructions
In a sauce pan, add garlic and olive oil and saute for 1 minute on medium high heat.
Add orange juice, lime juice, cayenne pepper, dried oregano, bay leaf, cumin, black pepper, salt, chili powder and sugar.
Simmer the sauce for 3 minutes or until it is reduced by nearly half.
In a small bowl, combine water and cornstarch and whisk into sauce.
Remove from heat once the sauce starts to thicken.
